This is the only time in the series that Hakuryu has an all-out confrontation with the police. The highlight is how Hakuryu maneuvers his way out of the trap set by the police. Yoshiyuki Yamaguchi of "Kamen Rider Kabuto" plays the police chief. Kazuki Kannai, who has been appointed chief of police, has been cracking down on the Kurosu clan members in a ruthless manner. Kannai plans to crush the Kurosu clan in order to bring the other gangs to their knees, and if that happens, he will be at the top of the world, both in the front and the back.
